Austrian UN employee dies in apparent suicide fall from 19th floor

A 44-year-old Austrian woman who worked for the United Nations plunged from the 19th floor of the iconic Secretariat building Sunday in an apparent suicide leap, police said.

Maria DiBiase, who worked with the Austrian Consulate, was discovered in the complex's rear courtyard by horrified UN staffers about 8 a.m., police said.

DiBiase, who lived in a dormitory on W. 34th St., apparently jumped after showing up for work at the UN early Sunday, police sources said.

Security guards and investigators placed yellow tape around her heavyset body and blocked some staff from leaving the building. Later, DiBiase's body lay draped with a white sheet on the east side of the 39-story building overlooking the East River.

There were no apparent signs of foul play, but an investigation was ongoing, NYPD Detective Martin Speechley said.

DiBiase was remembered as a chatty and friendly woman who had an interest in computers, according to police and UN security officers at the scene.

It wasn't the first death jump from the 55-year-old landmark.

In 1982, Johannes Raven, 57, a UN official who had just resigned from the Office of Financial Services and was reported to have been upset about his failing health, jumped from the 18th floor on the west side of the building.

It was unclear what job DiBiase held at the UN.

In a statement, UN spokeswoman Marie Okabe said, "A UN agency staff member died after falling from the 19th floor of the UN Secretariat Building.

"At this time there is no suspicion of foul play."

A British nuclear expert has fallen to his death from the 17th floor of the United Nations offices in Vienna.

The 47-year-old man, who has not been named, died after falling more than 120ft to the bottom of a stairwell.

He worked for the Comprehensive Nuclear-Test-Ban Treaty Organization, an international agency charged with uncovering illicit nuclear tests
A UN spokesman in the Austrian capital said there were no "suspicious circumstances" surrounding the man's death, while a police spokesman said that no other person was believed to have been involved.

No suicide note has been found.

The incident happened on Tuesday as the United States, France, Russia and Iran held talks close by aimed at cooling tensions over Tehran's nuclear programme.

Investigators refused to reveal any further background information on the official but confirmed an autopsy will be held.

Four months ago another UN worker also believed to be British fell a similar distance at the same building, according to other staff working there.

A British nuclear energy expert who plunged 40 metres to his death at the United Nations' (UN) building in Vienna may have been murdered, police said today (Thurs).

Timothy Hampton died on the spot on Tuesday after falling from a 17th floor window at the Vienna International Centre (VIC) - one of the UN's three headquarters.

The UN confirmed the death of the 47-year-old - who was involved in disarmament negotiations with Iran as a member of the UN's Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) - but refused to give any further information on the circumstances of the fatality.

A police spokesman told the Austrian Times today that investigators had not ruled out murder as no suicide note has been found.

"Whenever there is a case where others may have been involved we will investigate all the possible scenarios. Murder is one possibility, suicide another," the spokesman said.

He added investigators were waiting for the result of an autopsy.

UN staff told the Austrian Times yesterday that there had been a similar case just recently in which an employee died when he fell from a similar height at the landmark buildings in Vienna-Donaustadt.

Police are investigating after a British nuclear energy expert involved in negotiations with Iran over its nuclear programme fell 40 metres to his death from a UN building in Vienna.

Officials announced today (Weds) that the man - named as Timothy Hampton - died on the spot yesterday after a fall from the 17th floor at Vienna International Centre (VIC), one of the United Nations' (UN) main headquarters along with New York, Nairobi and Geneva.

Authorities said the 47-year-old man - a member of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) - had joined the UN's current talks with Iran over its nuclear programme.

Investigators refused to reveal any further information on the case but said they ordered an autopsy.

Speaking to the Austrian Times, Anne Thomas - a press spokesperson at the UN in Vienna - said: "All I can confirm is that a male staff member of the CTBTO was found dead at the bottom of a stairwell in the E Building at the Vienna International Centre at 8.30 on Tuesday morning.

"Vienna police are investigating the incident and there is nothing else we can say," she added.

UN staff told the Austrian Times that there had been a similar case recently in which an employee died when he fell from a comparable height.

VIENNA, Oct. 23 (UPI) -- Austrian police are investigating the circumstances involving the death of a British nuclear expert involved in Iranian talks at a U.N. building in Vienna.

Timothy Hampton died on the scene when he fell from the 17th floor of the Vienna International Center. Hampton had been a member of the Comprehensive Nuclear Test Ban Treaty Organization and joined the U.N. team in negotiations on the Iranian nuclear program.

Anne Thomas, a spokeswoman for the United Nations in Vienna, told the Austrian Times that Hampton was discovered dead at the bottom of a stairwell Tuesday morning.

"Vienna police are investigating the incident and there is nothing else we can say," she said.

Mohamed ElBaradei, the head of the International Atomic Energy Agency, described the latest talks with Iran as positive.

Iran on Friday, however, balked on the deal that would allow some uranium development without the risk of weaponization.

Sources to British tabloid The Sun described the situation surrounding Hampton's death as suspicious.

"The timing adds to suspicions and the whole thing is a mystery," the source said.

No suicide note was uncovered. A similar episode occurred at the center in June.

The United Nations Comprehensive Nuclear Test Ban Treaty Organization is bad for its employees’ health.

Headquartered in Vienna, the Comprehensive Nuclear Test Ban Treaty Organization,  which bears a typically hard to remember United Nations-style name, flies well below the radar screen. The organization’s equally difficult to remember short form, CNTBTO is a mouthful.

CNTBO is where British nuclear expert Dr. Timothy Hampton plunged 120 feet to his death from the 17th floor of the UN’s building in Vienna,  Tuesday.

The nuclear expert fell to his death one day before talks with Iran were to begin. Hampton’s death is being investigated by police as both a possible suicide or murder.

Four months ago another UN worker, believed to be British, fell from the same building.

“This has nothing to do with the Iran talks,” Public Information Officer Kirsten Haupt told Canada Free Press (CFP) on the telephone from Vienna this morning.  CFP had not raised the issue of the Iran talks but wanted to ask CTBTO Executive Secretary Tibor Toht about the physical safety of the 300-plus employees for whom he is responsible.

“There has been an incident; no suspicious circumstances were involved,” Haupt told CFP adding that the organization was at this time “protecting the privacy of the (Hampton) family”.

Staff at the long beleaguered organization was to raise ongoing issues of alleged racism, sexism, favoritism, job insecurity and an indifference from management they claim is getting worse as the CTBT Entry into Force becomes the focus in 2010, at a specially scheduled meeting today.

Peace at work, United Nations style.

“The U.N. administrative office has operated in Vienna for five years, gathering data and establishing an elaborate system of 337 sensors around the world designed to measure and verify the test ban if the treaty ever enters into force.” (Reuters, March 8, 2002).  “China, Iran and several other countries have expressed dismay at being asked to commit millions of dollars to the monitoring operation when it was unclear when—or if—the treaty might actually take effect.

“The CTBT, banning all nuclear blasts in the atmosphere, in space and underground, has been signed by 165 states. Of those 89 have ratified it.

“The United States, the leading nuclear power, dealt a stinging blow to the 1996 Comprehensive Test Ban Treaty, or CTBT, when the Senate refused to ratify it in 2000.

“Since then, President Bush has reiterated his firm opposition to the treaty, although his administration has pledged to continue paying most, but not all, of the million annual U.S. share of the CTBT organization costs.”

Before British nuclear experts “falling to their deaths” at CTBTO became news,  the organization was arguably best known for being on vacation rather than on watch during the critical warning period when Dec. 26, 2005’s devastating tsunami hit South Asia.

“Early on Sunday morning, powerful computers in a Vienna office building received seismic data on the earthquake that spawned the devastating tsunamis across South Asia—information that might have saved lives in the hours between the quake and the waves hitting the coasts of Sri Lanka, India and several other countries,” the International Herald Tribune reported.

“The life-saving data streaming into the computers of the Comprehensive Nuclear Test-Ban Treaty Organization was for naught.” (Canada Free Press, Jan. 6, 2005).  “The 300-plus staff manning the computers was on vacation until Jan. 4.”

According to the Tribune, “The organization itself is still nothing more than a nascent group of seismic experts and bureaucrats who await signature or ratification on the test ban treaty from 11 more countries before they can officially act.

“Home of the Seismic Sensor, the organization employs a vast network of scientific equipment set up to monitor nuclear explosions.”

Literally asleep-away-from-the-switch when the earthquake was fomenting, it seems that some CNTBTO staff has been on permanent vacation since setting up office.

Alarm bells should have been ringing long before the Dec. 26, 2004 Nobody Home news wake up call.

As CFP had reported, “Stony silence has been the response to staff members who have been trying to flag the world media about the longstanding crisis at the multi-million dollar budgeted international Nuclear Test Ban Treaty Organization.

“The On-Site Inspection (OSI) Division is still in operation, although it does nothing useful except for providing employment and benefits to a group of aging bureaucrats who spend most of their office time smoking and drinking coffee on the 4th and 7th floor bars at the Vienna International Center (VIC).

“Since there is no time registering system for professional staff, they are free to come in to the office whenever they want.  In fact, most senior professional staff members come to the office only to check email and surf the Internet,” concerned staff members wrote in a 2004 letter to CFP.

Most senior employees hired by the organization earn in excess of US$100,000 annually—and typically UN, this income is tax-free.  Senior employees also receive rental subsidies and several other perks.

In the conditions in which Dr. Hampton was forced to work, his death could have been suicide or murder.

Largely ignored by the mainstream media, the Loosey Goosey way the CNTBTO is run has now reached the epitome in human rights abuse.

Note to file: CNTBTO is a child of the United Nations,  to which President Barack Obama wants to cede American sovereignty in December.

The sister of a British scientist who died in a mysterious fall has told how she rescued potential evidence from being destroyed by police.

Beverley Hall, 49, said she has been forced to store the clothes her brother wore on the night he died after officers revealed they were due to be burned.

She is now campaigning for police to investigate properly the death of Timothy Hampton, who plunged from the 17th floor of a UN building in Vienna last month.

Austrian detectives have insisted that Mr Hampton, a 47-year-old scientist involved in monitoring nuclear activity, committed suicide.

But Mrs Hall, who runs a caravan park in Newbury, Berkshire, believes there is enough evidence – including signs of bruising around her brother’s neck consistent with strangulation – to suggest he did not kill himself.


Doubts: Timothy Hampton's family do not believe he committed suicide

Last night, Richard Benyon, the family’s MP, said Mrs Hall had brought her brother’s possessions to the UK to prevent police from destroying them.

He said: ‘She was in Vienna and was told that the clothes were going to be burned, destroyed. So she has had to bring the clothes back to the UK in sealed bags. They are sitting in her house.

‘One would think that in such circumstances the clothes would be kept by the authorities but not in this case. Beverley said she felt like screaming in conversations with the authorities. I am getting increasingly concerned.’

Mr Hampton, a father of one, was found dead at the bottom of a stairwell in Vienna at around 8pm on October 20.

An initial post-mortem examination concluded there were ‘no suspicious circumstances’ surrounding his death.

But his widow Olena Gryshcuk and her family were unhappy with that verdict and a second examination undertaken on their behalf found bruising ‘not consistent with a fall’.

One theory the family want the authorities to examine is that Mr Hampton, who worked for the Comprehensive Nuclear-Test-Ban Treaty Organisation, was carried to the 17th floor from his workplace on the sixth floor and thrown to his death.

It is understood they are also concerned that the Austrian authorities and the UN have been reluctant to treat with the death as suspicious.

Mr Benyon said: ‘Mr Hampton’s former colleagues are terrified and no one is working late like they used to. Morale is very low.

‘Beverley presented the evidence of the second autopsy but the authorities still insisted that there was nothing to suggest anything but suicide.’

Mr Benyon said he had raised the matter with Foreign Office Minister Chris Bryant, who
was applying pressure on the authorities through the British Embassy in Vienna.

CNTBTO staff monitor tremors worldwide to uncover illegal nuclear tests. The UN has denied claims Mr Hampton may have been involved in talks discussing nuclear testing in Iran.

An Austrian police spokesman refused to comment on the case but said that possessions were burned only when they were no longer relevant to an inquiry.
